REMINDERING previous ASEAN Joint Declarations on Climate Change and ASEAN Leaders’ Statements on Climate Change at the United Nations Framework Convention on Climate Change (UNFCCC) and the ASEAN Joint Declaration at the Summit of United Nations Climate Action 2019;
NOTE that the ASEAN Member States (AMS) have reaffirmed our commitment to the UNFCCC and the Paris Agreement, in particular the principle of Common but Differentiated Responsibilities and Respective Capabilities (CBDR-RC), in light of the various national circumstances, through:

Implement measures to address climate change under the ASEAN Socio-Cultural Community (ASCC) 2025 Plan, in line with the broader outcomes of the 2030 Agenda for Sustainable Development and national development priorities;

Promote sustainable forest management, including through the implementation of COP decisions on reducing emissions from deforestation and forest degradation and the role of conservation, sustainable forest management and improving forest carbon stocks in developing countries (REDD-Plus) under the guidance of the Warsaw Framework, as well as improving the conservation, protection and restoration of biodiversity in various terrestrial, coastal and marine ecosystems;

Achieve a 21.9% reduction in energy intensity compared to 2005 levels, exceeding the 2020 target set by the ASEAN Energy Cooperation (APAEC) Action Plan 2016-2025;

Launch of the ASEAN Regional Strategy on Sustainable Land Transport, the ASEAN Fuel Economy Roadmap for the Transport Sector 2018 – 2025: Focusing on Light Vehicles and the Guidelines for Indicators of sustainable land transport on energy efficiency and greenhouse gas emissions in ASEAN;

Strengthen ASEAN’s capacity to manage climate-related disasters through existing mechanisms under the ASEAN Agreement on Disaster Management and Emergency Response (AADMER);

Implementation of the ASEAN Disaster Risk Insurance and Financing (ADRFI) Phase 2 Action Plan and establishment of the Southeast Asian Disaster Risk Insurance Facility (SEADRIF) with the ‘aim to strengthen AMS’s financial resilience to climate and disaster risks through disaster risk enhancement. valuation, financing and insurance solutions;

Promote collaboration with ASEAN dialogue, sectoral dialogue, development partners and other external parties to enhance climate action in the ASEAN region.
