New Delhi, June 2 (IANS): The central government on Thursday announced the establishment of the “Designated National Authority” for the implementation of Article 6 of the Paris Agreement.
The 2015 Paris Agreement is a collective global effort by the community of nations that have agreed to reduce carbon emissions to keep the global temperature rise at 1.5 degrees Celsius compared to the pre-industrial era.
Designated National Authority is a mandatory requirement as India is a party to the United Nations Framework Convention on Climate Change (UNFCCC).
The aim of the Convention is to stabilize the concentrations of greenhouse gases in the atmosphere at a level that prevented dangerous anthropogenic interference with the climate system.
The Paris Agreement has established mechanisms for the parties to the convention through the actions undertaken in their respective nationally determined contributions.
India also has a net Development Mechanism national authority to meet the emerging requirements of the Clean Development Mechanism under the Kyoto Protocol.
“The NDA is expected to report on its activities to the Apex Committee for the Implementation of the Paris Agreement (AIPA) and / or to the central government, as the case may be,” said a senior official. Ministry of Environment, Forests and Climate Change. (MoEF & CC).
The secretary of the MoEF & CC would be the president of the NDA while the director of the Climate Change Division of the MoEF & CC would be the secretary of the members.
India previously ratified the Kyoto Protocol and the Doha Amendment to the Kyoto Protocol under the UNFCCC and established the National Authority for the Clean Development Mechanism (NCDMA) in 2004.
India has also ratified the Paris Agreement for the implementation of the Convention in accordance with the principles of equity and common but differentiated responsibilities (CBDR) and their respective capabilities in the light of different national circumstances.
The members are made up of representatives from the Ministry of Foreign Affairs, the Department of Economic Affairs, the Department for the Promotion of Industry and Internal Trade, the Ministry of New and Renewable Energy, the Ministry of Energy, the Ministry of Foreign Affairs. Agriculture and Welfare Farmer, the Ministry. of Science and Technology, NITI Aayog and the Economic Adviser / Joint Secretary (Climate Change), member of the Ministry of Environment, Forests and Climate Change.
Among other things, the NDA will authorize the use of emission reduction units for projects and actions to achieve NDCs and other international mitigation purposes and will define the corresponding adjustment and provide information on these units. to the Supervisory Body or Subsidiary Body under the UNFCCC.
